Well yes, the objective is indeed to hurt the Corsair trade. Why the Corsairs and not our other enemies? Simple. Our other enemies tend to be Houses, which have multiple sources of income and are where the great majority of Civilians we fight for are located. We can't exactly demand they drop their luxury goods, or tea as that is both pointless and wouldn't win any favors with anyone. "Oh, we're stopping the trade of your tea, this is benefiting the people because... uh... well, somehow it is." On the other hand, the Corsairs main source of income are Artifacts, if we hinder the artifact trade then not only do we weaken the Corsairs economically, but we can use it as propaganda to show the rest of the House Civilians (More specifically Bretonia and Rheinland) what we're doing to keep them safe. That is battling the Corsairs both in a Military fashion and an economic fashion.
Sure, we won't gain the support of the Corsair people, but I think that's an acceptable trade-off to both weakening the Corsair Economy (And by proxy the entire Corsair Nation) and winning favor with more Civilians then there are Corsairs.
