Well, the luxury goods are the food of the bourgeoisie. The idea of which is the opiate of the proletariat. It represents the opposite of everything the People's revolution stands for. Luxury goods motivate the worker to reach for riches for themselves, forgoing the good of the people for their own selfish ends.
This was basically my reaction too. Well, mine would probably have been less eloquent, but still. Luxury Consumer goods are one of the very few commodities that only affect the rich and not the poor (your target demographic). I'd suggest you offer to reimburse the poor worker who's carrying them with a portion of the cargo's value, then blast it once they're dropped. Would make a lot of sense. Far more so than Artifacts.
