Although i do happen to agree with dusty on the whole contraband thing. It makes sense for the SCRA to enforce their laws within their ZoI, not just their home system.

Moreover, what makes that super scary is the organization.
A pirate is no big deal.
A gang of pirates is scary.
A military gunning for traders with no need to demand is supersuper scary and what Govedo here fears.
And, as Disco has proven time and time again, what can be abused will be.
