Closed Factions IDs= Terrorist IDs?

A faction that has a zoi for the whole map shouldn't be able to do anything other than talk at you in funny accent.

It's especially ridiculous that they would be able to engage anybody and everybody at whim. Forget about whether it may or may not be abused (which it will) the idea that they can initiate pvp against whoever they choose at any time or place of their choosing basically elevates the value of their game time above everybody else.

FURTHER compounding the absurdity is that EVERYBODY ELSE would be restricted in their retaliation by their own ZoI and ID limits.

So basically we're talking about giving a few players the ability to initiate PVP whenever and wherever they want, then logoff when they are bored because they ran everybody else off the server.
