Because they ARE, bro. Because they are. Becaue the people who write the Liberty laws said so. Because when you fly next to Manhatten and a NPC scans your cargohold full of artifacts, they ask you to drop them. Because no matter how many RP reasons we can give you, like Liberty not wanting a connection with the Corsairs, or the fact that all the Artifacts in-game are representative of Daam'Kavosh artifacts which have direct ties to the Nomads, whom Liberty ain't too keen on having fly around in their space, blowing up freeports in search of more artifacts (regardless of if the artifacts are active or not, because, honestly, with the Nomads, who can tell what they are after or why they are trying to kill you for it?), or Liberty still maintaining laws from the Vanilla era, or the fact that the LPI might just want them to be contraband because they want something to shoot, nothing is gonna trump the fact that they are just illegal. Sometimes, laws do not make sense to everyone. That's why people try and change laws. But that doesn't change the fact that they are laws until proven otherwise.

And it really doesn't matter how other houses treat their contraband list. Compairing the trade laws of Rhienland, Kusari and Bretonia to those of Liberty is like comparing apples to large, drunken Irishman; It just don't work.
