The technerf works on a mutiplyer, in that the more forgien equiptment you have on the ship, the more your powercore is reduced. Because the bomber turrets are Civilian guns, the bomber has less forgien tech attached to it. That might be the cause.
Check my EDIT screen with no guns or anything - only 1% higher energy. Thing is: Hogosha ships have 10% energy on FL/Merc/Recuit IDs.
