This is a (debatable) problem with the lore of discovery.
But, and it's a big but.
You've never tried to change this, having simply assumed that all the houses would turn around and go "lolno". Yet there are two houses which you have an essentially neutral relationship with (or at least, were to have a neutral relationship with were it not for a history of indies sailing through Alaska to raid New York). Perhaps the main problem is that the Corsairs have very little else to offer. However, that's a problem of creativity.
You know what they say, where there's a will, there's a way.
As for the rest of what you've said about Corsairs, there are bits I disagree with. Corsairs want a stable food supply, and while I was in TBH, we were slowly grinding on about eventual plans to conquer Cambridge.
Corsairs also do pirate for individual gain in wealth and so on. That's what pirates do. It may, and does, help the Corsair homeworld to thrive, but that doesn't change the fact that stealing is motivated by self interest as well as overall interest.
However, I do agree that massive cap raids on Corsairland are stupid. Of course, this problem would not exist were there to be a consequence for such an action...
