You've never tried to change this, having simply assumed that all the houses would turn around and go "lolno". Yet there are two houses which you have an essentially neutral relationship with (or at least, were to have a neutral relationship with were it not for a history of indies sailing through Alaska to raid New York). Perhaps the main problem is that the Corsairs have very little else to offer. However, that's a problem of creativity.

As for the rest of what you've said about Corsairs, there are bits I disagree with. Corsairs want a stable food supply, and while I was in TBH, we were slowly grinding on about eventual plans to conquer Cambridge.
Corsairs also do pirate for individual gain in wealth and so on. That's what pirates do. It may, and does, help the Corsair homeworld to thrive, but that doesn't change the fact that stealing is motivated by self interest as well as overall interest.
However, I do agree that massive cap raids on Corsairland are stupid. Of course, this problem would not exist were there to be a consequence for such an action...
Kusari has (kinda) opened up to us and we stopped pirating there a long time ago (that might change with the new government and all) but I wasn't around the Council back then so I don't know why the Elders didn't push for tighter relations. It might be because we have very little to offer except artifacts and cash. Yes, we have cash and corporations should be flooding us with products because of our emerging markets but so far only Samura took that step and it's working out quite well for them since being immune to corsair piracy is a big advantage and I would love to be contacted by some Liberty Corporations who don't care about us smuggling artifacts there
It's more like we need to conquer Cambridge but its a big difference between that and what Dane said about ruling Bretonia or Rheinland
The individual gain part is relative since the his Hispanic / Mediterranean / Latin culture is based around the extended family. While it may seem that one pirates for himself he's actually doing it for a lot of people waiting at home
