New ID Question

Hi folks
i hope i dont boring you guys with my questions but there are so many post about the new update...

Code:

Corsair ID
Pilot carrying this ID is a member of the Corsairs who:
1. Can demand credits or cargo.
2. Can engage pirates, terrorists and lawfuls within their Zone of Influence.
3. Cannot ally with any military or police players, except for Kusari lawfuls against Outcast, Golden Chrysanthemum, and Blood Dragon players.
4. Cannot use any transports with more than 4,300 cargo
Allowed ships: Fighters, Bombers, Freighters, Transports, Gunboats, Cruisers, Battleships

so can i pirate now in a cruiser or battleship?
and can i pirate now everywhere? (rule 1)
