and can i pirate now everywhere? (rule 1)

Yes you can pirate in a cruiser or battleship.
However you cannot pirate Freighters or Transports (or be near them while they get pirated, actually).

Well it says you cannot engage them everywhere but pirate everywhere.
I guess that already answers your question. If you pirate them without engaging everything should be fine.
