As for police, it has nothing to do in, say, Dublin or Leeds. It lacks both training and equipment.

They're trying to bring the Civilians to Dublin for its ore and ingenuism from civilians to achieve this goal is rewarded, it's a known fact.

It's much like how some of Hernan Cortez' troops did some incursions just to steal gold from temples without even really invading cities.
