A) All computers are made to run 24/7 but only under acceptable heat dissipation conditions, Damage is caused to PC's and laptops by the hardware expanding and contracting from on/of states, this is why the delicate Surface Mount Components solder connections crack, Also, Resistance is comparative to heat, a cool computer has far less resistance so is overpowered causing damage with high processor loads, Everything is relative, I run many servers on laptops, not game servers, So i don't know the associated load of FLServer. When i did run a FLserver for nearly a year, I run a Reverse Engineered Linux FL server on a 486 with 128 mb ram from memory, we only had 10 people on it though.

IPv6 Creates many client server issues with many programs, Including the windows Network Bridge, There is a method of forcing a correct bind.

I don't know if the software at the link you provided uses the method i have used a few times before, If i get some time i will try re-finding the information for you. I do know the last time i had to fix an IPv6 Issue it was for a Network Bridge, Im assuming a google of "Windows network Bridge does not allow traffic" or something similar was used to find the correct procedure.

I was using freelancer server on 4.86 release on an IPv6 Machine with no problems to check out the cloaks and JJ's.

The machine was running a fresh OS the only "mods" i had done to the machine at the time, was using google network analysis tools to diagnose internal issues and 3rd party freeware and reg hacks to fix the issues.

I Also used a Ping Hack i found at utube, Just type "Ping Hack" into utube search.

If you go down this path I caution you

BACKUP your reg before ANY and ALL edits, a corrupt reg can cripple your OS

READ all documentation with any freeware utilities you D/L to assist in network optimisation

If you dont understand what the freeware is about to do, DONT use it, use the web to become familiar with the process's

And i have an UNTESTED suggestion

Use a VM to run the server in a box, Plenty of good and free VM's out there. If you use a linux VM port, there is usually a large support community. I don't see why a VM wouldn't work Ive played Freelancer in a VM on Win7 Desktops many times to get away with all the issues that pop up.
