that means give the ossie 2 class 10 weps or downgrade the pulse and missile turrets to class 9 so we can use them again.

Actually, good sir, the pulses ARE class 9 not 10.
Right now the osiris is one of the battleships that can use 3 primaries and 2 pulses or 4 primaries and 1 pulse. Its up to you.
You can have your mortar, your pulses, your primaries, your solaris, a FLAK (cuz its class 8) but not a missle..or get a missle without a mortar (it will be even better, you can then be the bane for any craft our there). Mortar is good but only usefull once or twice before the battleships engage, just like the pulses...after that its up to primaries/cerberus, aim and skill:)
