Every house navy should have full capital ship pack. They will follow RP of capital ships- heavy strike forces, support ships and stuff like this. So, navy should have capitals, may be to have some REAL advantage over unlawfulls. For example- made battleships only for house military.
Strong unlawfulls organistations, like Outcasts, Corsairs, Red Hessians, could have no battleships, but for exaple 2 types of cruisers. Like Storta, and stolen Necrosis. And same type as Junkers Frigate, may be more powerfull.
Spending some time here, I see, that battleships for non-military factions not so need. They can hold on with destroyers and cruisers+ good fighter and gunships team work.
