As a function of the economy the Outcasts cannot be even close to as rich as any of the houses. The outcasts make money selling cardimine to the houses (most popular in liberty). You have an economy that is dependent on the economy of the other houses. As a rule an economy that is dependent on another cannot exceed the providing economy (because you cannot sell more goods than the customer can afford to buy). Then you go into the specifics of your market saturation.

Lets assume the high figure split in two (this gives you the same popularity as weed!) so 3% of the Sirius population uses cardimine. You need to know more about the outcasts to say "fuel is king" and actually get somewere... Stated by the infocard and some RP that is floating around, the current Outcast cruiser (the supposedly main ship we use inRP) uses a faked quantum singularity drive. Its a fake black hole/pulsar engine....

H-fuel is one way to obtain energy. One can also create massive energy from fission and fusion, both of which only require specific substances and can be done without H-fuel.

As you probably DONT know, the outcasts also has an extensive inRP network within Kusari through the GC... IF outcasts was dependant on Liberty alone, your statement would be perfectly reasonable, but both kusari, rheinland, bretonia and now gallia is part of the drug network. That means ALL HOUSES, apart from the other hispanic half purchase cardamine. Yes liberty has long been the biggest customer, but all the other nations has bought the drug on a steady basis.
Another part of outcast economy is the Borderworld Shipwright. Yes the BW series are owned by the outcast nation through stock shares, not through direct managment. This means they also gain some revenue of the massive shipwright through its shares.
A third part, although massively neglected by the devs, is outcast engine technology. It has long (since 4.84) been stated that outcasts produce some of the finest ship engines there is and that they sell them on the open market. Alas, the devs have not followed their own lore and havent reflected this ingame through the trading system.
A fourth part of outcast income is piracy, ofcourse, but although piracy is very rare within the Outcast community it is not entirely uncommon either.
The last part of this all is the massive network of allies and neutrals. Were talking junkers, rogues, hackers, mollies, bridgands, corse, GC, dragons (yeh yeh i know you hate us).... All these allies is the ones who help us acquire goods and ofc, we get them relatively cheap as we exchange it for cardamine.

It is completely wrong to assume that outcasts are dependant on ONE thing only. Just as the Corsair empire isnt completely reliant on artifacts. The main thing of the corsair empire is piracy, regarding the statement about "fully controlled systems";
