Guard Stations selling Pilots

That's actually a bug which kinda needs to be solved. To prevent the following:
- Junker liner docks with that guard base, loads up on pilots.
- Junker docks with Sugarland and unloads. Ch-ching!

Kinda oorp that. Pilots aren't for sale, they're a small bonus that you get from blowing up NPCs, which can be cached in for extra credits at specific locations. They're not meant as an actual trade commodity.
