If you say "Nomads need to stay in the Omicrons (minus Gamma)," then what you're saying is "no matter how empty the Omicrons are and how full other parts of Sirius are, the Nomads need to sit in the Omicrons." It's the same problems factions like the GMG and Mollys ran into in the past. With the GMG, they were stuck in Sigma 13/19 for the most part, and they nearly died off once traders stopped flowing through from the .84 diamond/niobium route. With the Mollys, it's been a recurring theme that any Molly faction that limited itself to mainly Dublin failed.

Some factions have to have a set ZOI, but you need to have that ZOI as wide as possible to promote interest in the players. I don't believe Huggie is talking about Nomad cap groups attacking all of the house capitols here, but I believe he's saying Morphs should be able to wander and seek RP in order to grow, rather than sit around the Omicrons and kick their feet, waiting for the Order to come and shoot them up.
