Look, i am all for those situations when people cry for help and we just ignore them, because we'r on a coffee break.
But, for us in Patriots, the only thing we can do with some success is chasing smugglers.
And if you add Slavers to no-scanning list, then you loose one aspect of roleplaying. How? Let me explain.
Now, i suggested, if you remember, that LPI act only near Planets/Bases/Trade Lanes.
And i did it for the reason that follows.
Now, if we start boring smugglers to death, they will stop flying trough trade lanes and actually fly like smugglers should.
Trough open space, yup.
Now, the situation is that smugglers are using trade lanes, flying near Police bases, etc.
If we, the Police, start giving some Smuggler factions benefits, then we are loosing one aspect of roleplay in Liberty space.
That is how i see it.

The other reason i already mentioned, Patriot's main job is actually scanning, and if scanners are broken, i can as well stop CD-ing certain ships/factions;)
