Because it has it's own laws to be profitable business. If the risks were high, then insurance price would be very high as well, because otherwise IC would go bankrupt.
Therefore, shipping companies were already putting that extremeley high insurance price into their shipping prices, to cover expenses on insurance.
if risks are low, then there're again not too much problems, because they are low.
