What Bindo said is correct. There is no way Samura currently has the means to feed all of Rheinland without a sizable ramp up in production (that is long term). The reason for this is simple - a corporation isn't going to produce 15 million tons of product X if they are only selling 3 million tons. They'll do exactly what Bindo said.
Samura has no reason to be producing enough food to supply both Kusari and Rheinland right now, so no they couldn't support Rheinland without cutting into the production that feeds Kusari. I'm not sure the Kishiro led government is going to allow Samura to force food rationing onto its own populace in order for Samura to make a quick buck.
Yes, in the long term Samura is a considerable threat to Synth should Rheinland turn to them.
Some of you sure don't pay attention to events in the real world, that is for darn sure. You notice all the chaos in the Euro countries that are having economic issues? Yea, that would happen in Rheinland if IC everything they had out of Rheinland. Rheinland would have a large civilian unrest problem. What would they do? Turn their police and military forces on their own? Maybe, but that would only compound their problems and flood the Hessians and company with fresh blood.
I'm not saying IC is going to get by unscathed - they will see a dip in profits and a damaged reputation with Rheinland's civilians. However, they stand to gain even more than they currently have if the current Rheinland government collapses and is replaced by a Hessian or Hessian sympathetic government. That, at least to a corporation like IC is well worth the short term pains.
IC is basically trying to get Rheinland to dig itself a deeper hole and further their dependence on IC and Rheinland, so far, is helping them out in that regard.
