I don't have any problem with lawful forces coming to unlawful bases...
on a short visit (hit and run) and with ships that fit the role.

Liberty Dread is definitely NOT the ship that fits that, especially when it's the only LSF online.
The LH were nicely roleplaying in NY, pirated a few traders at the trade lanes, shot a few mercs that went to attack them.... and then suddenly a Dread. + Kusari Destr. comes to buffalo and starts shooting without saying a word. A bit of cold shover that was. Right after they came an independent Lane Hacker gunship started shooting traders in front of Manhattan. Some ships called that over system chat a few times. Yet the single Slipstream in front of Buffalo was obviously more important.
On a side note...
- the Kusari destroyer that was in group with LSF, had about 6 Nomad Turrets. *shakes head*
- the LSF bomber didn't had a tag. No tag at all... I didn't thought it was even possible when he has an LSF id.

One nice solution would be strong pirate NPC patrols close to pirate bases. Just like 4k around, group with a destroyer and a few lvl 19 fighters. Even in Liberty lawful planets have these patrols.
I think PVP in NY is mostly positive. I was away for 2 weeks right after it got turned on and it's a huge difference now with most people in NY actually role playing. And it reflects itself in other systems too. As RM in New Berlin I see a lot less OOC chat, people actually listen to the RM , talk with them and the like.
