Actually thats not true at all. If a Korean aircraft entered US Air space ( which would actually be almost impossible anyway cos US over the horizon radar probably allows the USA to monitor air traffic over Korea.. they would know the plane was coming before it had even reached Japan... but anyway ) they would be hailed and requested (ie.. persuaded with threat of force) to land at a US air base.. and they would probably be escorted by fighters to make sure it went. Only if it didn't cooperate or respond to hails only then would it be fired upon.
The only time aircraft of one nation can fire without warning on aircraft of another nation is during a time of war. To do otherwise is a criminal act.
I agree that criminals docking at lawful bases is a bit lame... and pretty OORP if they do that in view of the police (that's just silly and i really don't agree with that)
but, if there are no police in a system, and no one sees.. i don't necessarily think thats so bad, in RP speak - you got in, you snuk in, you beat customs at the airport, you hid the contraband in a secret compartment, the civilian traffic controller didn't scan your ID.. whatever... If we're using real life examples (I've posted this before somewhere) Criminals and undesirables sneak into major ports, airports, border crossings all the time... It's the cops job to find them, and catch them.
I would say that the RM is being a bit harsh in condemning and shooting people who are merely affiliated with criminal factions... especially smugglers and traders, mercs... i think that until you actually see these people committing a crime you should not be killing them. KOS someone who actually has a Corsair ID is one thing... but a trader whose tag really just says "i kinda like the Corsairs" is a little excessive and i would call it an abuse of police and military power...
(again a RL example.. in the 70's and 80's, there were lots of sympathizers for the IRA in Australia and the USA, who were quite public in their support for a known bunch of criminals, but until they had actually been caught doing something illegal, they couldn't be touched)
But then again rheinland isn't known for its.... just laws, and seems to have a "guilty until proven innocent" policy..... oh well....
