People are forgetting that IC also insures the ships of the other Houses.
IC can also refuse to insure ALL ships travelling into Rhineland - this will increase the costs of foreign ships delivering needed trade goods into Rhineland.
At the end of the day, Rhineland can try simply changing their laws, pretending that IC and its debts never happened. This is called sovereign risk - and can happen in the real world, with consequences (most notably the measures outlined in that Wikipaedia document).
