would increasing the level of the nearby NPC's help? this relates to my idea of removing NY as the starting system. if that was done then the NPC difficulty/level could be increased which "should" deter enemies (both lawful and unlawful) from getting near an enemy base.
OR
increase the firepower of the station/base turrets. Really this one should be done anyway i think, what good are the turrets if they can't defend? this would be good also because when the server gets crowded the NPC's disappear.
ideally both would be nice, but i would like to see the turret thing for sure. make them as strong as the battleships are now. and increase their range so the exiting ship can undock in peace.
