I looked at the ID text and it says two relevant things: they can demand-engage from factions they are at war with, and they cannot perform any other illegal acts. Engagement without demand seems like its against the spec, but setting that aside, I dont recall Colonial being at war with Bretonia so any kind of engagement would be illegal per item 2.
So that's my question: is Colonial in a state of war with Bretonia?
Technically no. Liberty may have tried to get Bretonia to evict the Colonials but it was never at any stage outright hostility.
However, the remnants of =CR= were invited to join the SCRA, and some of them did. By that token, those individuals are aligned Coalition-aligned so it sounds legitimate in this circumstance for them to attack you.
Unfortunately, since the ID was opened, there is no longer any control whatsoever on which factions are diplomatically hostile from the Colonial perspective. The lack of an official Colonial faction would suggest that the ID needs reviewing to prevent this sort of confusion.
