@Sniper: talk to them - or make rules for warships within your territory. whatever - it would be OK if you dealt with it on a roleplay basis. - i guess you refer to capital ships that are used in an inappropriate manner. there are also capships out there, that are not in a clan and very well within RP in ny.
but its not hard to make it so that independent warships must not engage in any way unless the "official" forces allow it. if they are mercs - don t give them contracts, if they are villains, hunt them down in bombers, if they are just sitting in your way - tell the LPI to give them a ticket....
abour increasing firepower ...
not sure if that messes with the singleplayer. sometimes stations are hostile or assisting the player there - and increasing the firepower might well result in impossible missions. increasing the patrols - might help - but isn t the NPC population directly related to the player population? ( less players, more npcs < > more players, less npcs )
however, - i d like to have station / base guns increased to that of the battleship guns ( but i only mean military bases, not the common civilian bases ) ... leaves the issue that pirates often decide to remain neutral to those bases "cause it spoils their fun when they are shot by those that would shoot them when they were roleplaying" ( same goes for lawfuls in pirate enviroments )
