To us the Chancellor not only is the supreme ruler, but also and most of all a religious figure.

As for the Freelancers and Mercs, we have a very particular reason to segregate them. There's an ongoing bounty on RM personnel and since Mercenaries (and some Freelancers for that matter) can't be trusted not to try and carry out those bounties they are to remain outside our borders until the bounty is lifted.
