Thing about war, it means I can engage each and all CR that I run across. All of them are to be treated as hostile.
So I want to know if the houses are at war, not if some people may have tenous justification to put their RP above the ID they're carrying at any given moment.

The CR infocard, even though its still terribly outdated, also says something different, both Liberty and Bretonia arent listed as hostile there, so the diplomacy with those shouldnt count as 'at war'.
Outcasts and Gallics should be the only ones listed as enemies now.

So. Bretonia and Liberty are going to shoot at any ship carrying a Colonial ID/IFF. Military, Civilian, doesn't matter.
However, the previous government did not issue any sort of combat order/statement/whatever that would bring the Colonial Republic to war with Bretonia and/or Liberty on their side. The actual order I gave, though I can't find it right now, was that all Colonial ships (military and civilian) stay out of both Bretonia and Liberty.
My guess is that if that bomber is part of the Coalition division, he can be shot to pieces. If he isn't, he can be shot to pieces, and reported.
