Which is why I strongly suggested the new factions to concentrate on one aspect of the NPC faction at a time. The Military branch wouldn't really take that much heat. A new, completely separate, and completely not visible ingame government would of had an easier time. Trying to resurrect the old faction as it was means that its problems will resurrect with it as well.
