I think Zelot meant that the IND still doesn't like the Colonial Republic, even in it's newly formed government(sort of, didn't really see any diplomatic actions from them)
Bretonia and Liberty haven't contacted the new government, neither has the new government contacted them. So I guess both sides are okay with shooting/being shot at.
