It's the whole point.
If you want a foward operating base to launch convenient strikes, learn to build DISPOSABLE bases. Just dont even bother with a shield generator. Just hide it and rely on camoflage making it last as long as possible. It will be found and destroyed, so the less you put into construction the less you lose when it is found and destroyed.
If you want a factory, put your focus on defense. Build the base in a minefield next to a battleship. There is a great spot for a base in Omicron-94 right underneath Battleship Delos, MUCH better to put all your big-money into that kind of placement.
People building bases in enemy house space... IT WILL GET DESTROYED.
