True, these NPCs are quite hassling, ain't they? But what about PCs then? I would like to see a reasonable RP background from both bounty hunters and mercs, at least something truly identifying their interests, before abusing New York like a target practice park to be honest.
EDIT: I don't want to be forced to inflict a mercenary ban in Liberty, just like the one in Rheinland. At first I was thinking that one should not have implemented such a ban but after facing mercenaries using New York for docking and taking bounties against our officers, I changed my mind. Things get out of Roleplay if we do not clearly state our ambitions.
