Make it easier to get in/out. Get rid of the stations "guarding" the border and add entry points. And stop putting entry points in a minefield maze.
Make it easier to travel within the system. Everyone is hostile - every trade lane and junction point.
If you want to do it in an RP way, have someone like Bretonia join forces with the Maquis while Galia aligns with Kusari (you could create a WWII atmosphere of relations, but you'd have to re-draw everything ... and we really don't need to repeat Earth history). The Maquis take over as police, shift the corporations toward uneasy (not neutral, but not hostile), and the Navy tucks up against Kusari space (or into a highly profitable region for trade). You could go all out and wedge Galia in-between Kusari and Bretonia by adding new entry points to both, and destroying the old connectors in some ugly battles.
