Make it easier to get into, and out of Gallie for a start. 2 ways in only, and both mined, and usually guarded deters alot of players.
Second make them Allied to Kusari. As in Gallia and Kusari are at war with Bretonia, and Liberty. Then have say Rheinland back out of war with Liberty so they can recover losses that they still have not recovered from GMG war/Nomads/Liberty. Lets face it, they been stomped on non stop for years.
This will also help not only Gallia, but Kusari as it is also a ghost system where you see no one.
Then maybe down the line have Rheinland against nomads again, as we know they are up to something.
All houses at war, and all houses full of players.
