Hm, I think the facts are still not on the table...
Point is: Base building required access to Rheinland commodities that Hessians did not have on their ships. So Hessian players made IC indies to get the goods, as IC is a good ID that can serve this purpose. Of course some were caught, as the amount of goods that are moved is just too high to keep it concealed.

... highly unfair oorply against the player faction who had no influence whatsoever about what their indie ID was used for
If I got my official faction Fr5ed from a house without the official faction having done anything to that house, I'd be up in arms.
It pretty much opens the way for things like: make indies of faction you do not want. Break laws on then. Get the official faction punished. Pure win.
So... I am really surpirsed why IC| is playing along, as this seems to be wrong from my personal perspective. I sure hope there are irp consequences to curb the "hey, we don't like you, we kick you out" quickshot decisions.
