I think this "think of the new players"-argument is sort of invalid, because those players would be just as dead when faced with a bomber, gunboat or even a fighter - perhaps they might even have a bigger chance of getting out of a slow-turning lone cruiser's CD-arcs, I won't be the judge of that.
So yes, it's going to make trading more of a challenge for mid- and high-level players, also when you have your armored 5k transport, in which you have grown accustomed to be sort-of-safe in, at least against the lone pirate.[Edit: Naturally the omitted exception will put a limit on all traders, new and old, but the rules regarding not engaging players below a certain level still stands, and there are so many good commodities and routes to pick from these days too. It will be an added incentive for the power trader to choose a 3600 transport and a Freelancer ID, so he can trade what he wants and go where he wants].
I think it would be a great opportunity for Police factions to branch out, as they are super cool and got some nice features, and now players can choose them and also have pews (in the case that the amount of pirate capships goes up) instead of having to join the navy to shoot at turtles, for instance.
