It's the small things like these that need to get worked out early. In my opinion, the current KSP needs to do a bit of cleanup with its lore before going forward. It's working off of a patchwork of new lore, outdated lore, and other lore which was "in the process" of being updated, but never was (my fault on that one). Copy-pasting from what was left behind by the old factions isn't going to get you very far.

anyway, KSP and KPT have no power over naval forces, we have our own small Tokkeitai divison that can deal with "treason" stuff and all asociated crap. We haven't RPed it quite hard.. since there was no reason... and since it always was only me who worked against someone:D, but if needed we will start do Tokkeitai RP too.

That's why... as Zuke already stated.. probably you should rewrite your "lore" abit... to fit current situation... not as it was 3-4 years ago.
