Unfortunately, I believe we will have to rescind our base application unless an agreement can be reached regarding the following:

Cloaking, Survey, and Jumpdrive factories are hereby noted to be illegal if the base is not in direct control by a Kusari Law Enforcer (KNF/KSP/KPT)

Part of the purpose for the construction of Blackthorne was to study the effects of cloaking devices. Unfortunately, without that option, the project would no longer be scientifically or economically feasible for our shareholders, which would force us to withdraw from Kusari and seek other options.

If there is some kind of agreement that could be reached with the KSP regarding the production of cloaking devices, we would be happy to hear it. We would be willing to, among other things, pay additional modest taxes for this right, offer our devices to KSP and KNF forces for a discount, and/or allow restrictions to be placed upon who we can and cannot sell them to.

If no agreement can be reached, then Blackthorne will be forced to take our business beyond the borders of the House of Kusari.
