Passengers/VIPs/Prisoners

So here's a question.. should players be allowed to transport live people in ships like the train? Which does not have airtight cargo pods?

Not to mention also cramming passengers into a dark, small cargo container, which probably was used to carry radioactive junk in the past...

I don't know how many times I see trains/transports go by, carrying passengers, when they have gas pods on, or radiation pods.

Would anyone willingly board such a ship?
