I think this is just something we're going to have to agree to disagree on.
For a movement like the Xenos to survive there is a line that must be walked; that is, those in charge have to know when to reign in the carnage so that it doesn't harm the movement itself.
The brutality of the wing you encounter really depends on who is leading the wing at that moment. Sometimes you'll find that a freelancer ID ship that says all the right things is let go and other times he is forced to ditch his cargo irregardless of what he says.
