Greetings, Takahashi-Kaishō.

I am contacting you today because I believe you can provide assistance in a matter of trade with the House of Kusari. Several days ago myself and another Naval Officer under my command were looking to take legal goods across the border to Kusari in exchange for goods only Kusari produces. We were operating our [color=#FFFF00]Liberty Logistical Service vessels when we made contact with [KNF] and [KSP] forces in Shikoku who informed me that vessels with Military ID papers are not allowed to proceed into Kusari without prior notice according to Section 5 Subheading 3 of the Kusari Legal Codex. We attempted to negotiate with the forces present to operate under their escort, but we were still turned back. You may take pride that your men and women did their job professionally and without undue hostility. One of your pilots, however, mentioned that it would be best to contact you directly to see if we might obtain an exemption for our Transport vessels. I'm told that at one time we had such an exemption with the Government of Kusari, but that no longer appears to be the case.

Quite simply Takahashi-Kaishō, I am seeking permission for [LN]-LLS/[LN]-LNF tagged vessels and their [LN] tagged escorts to make trade runs to and from the House of Kusari without requiring constant scheduling notices. I am not making this request for any other forces of the Liberty Navy. We would of course not export anything of a military value to any House that would be in conflict with Kusari, and we would only bring in items of a non-military nature ourselves.

You may see in your message trace that a copy of this message has been sent to Kaido Marahu, Director of Personnel at Samura Heavy Industries. Kaido-san has been kind enough to agree to offer personal testimony of the character and conduct of the [LN] should you require it for the consideration of my request. Having working relations with several of our members, especially after a certain "incident" over Manhattan, he is one of the most qualified individuals outside of Liberty to speak to who we are.
