Well... I know nothing about any kind of base killing operation. However, there's a simple answer to your question.
Ther's been no comms adressed to XA regarding any kind of base. Well, maybe besides Copernicus base built near Ames some time ago - which we defended. Thus, there's no base we treat as friendly or neutral. Simple like that.

Would you expect us to be friendly/neutral by default? With no comms and such?
Maybe I should contact the guy saying "Hello dear mister, we've found your base and are not sure if you're our friend or not. Could you please contact us so we could figure out if we should give you a hug?"?
