about outcasts and activity

Probably one of the worse ways to fix a faction's inactivity I've ever heard.

Outcasts already have enemies and adding a rather inactive faction to that list won't do anything besides making the list longer.

...and these are the ideas our devs have for fixing issues in the mod. :lol:

Would make for interesting story, but this idea is as old as dirt itself.
