I can find two ways to abuse it. Even if you put a end price FLHook in the same way.
Basically the one ship that follows that standard buys the goods, comes out of the planet, drops the goods to the whales or whatever 5K that no one shoots or pirates or whatever, that are waiting. So instead of 3 ships of a faction making a run, creating interactions and so on.. you'll have big arsed trains transporting VIP's.
And even if they only make money by selling using the same ship+ID+IFF, they would only need another ship in the end point to do so and make them expected bundles of money that powertraders love much so.

To prevent abuse,
- such commodities should be impossible to trade in a window ( dunno is it doable, but idea is worth trying),
- those goods would perish right after being jettisoned. It case of passenger commodities it even makes sense, people would die in open space immediately.
- ban by the rules transferring these "faction goods" to others
