The perishable thingamabob is an interesting approach. The whole ID restrictions (more work for admins), roleplay laws (dunno if that would stick if it would have to be forced to each house and their players, because you're basically forcing something they might well not want).
Now, being perishable.. It would have to have several rates of degradation or just two. A looooong rate for the ID+Ship+IFF (so able to make the run without worries or time constrictions) and a very fast one that basically would impossibilitate anyone outside the imposed condition to transport it.
