Defense of Zeta yes... that is a rather lenient line and perhaps it is asking too much.
How we would use it?
Simple it would allow us to use force if someone we "asked to leave" decided they prefer to stay as well
as allow us defend our stations and people who are contracted to supply our bases whilst inside Zeta.

That's actually the most important thing that concerns me. "Asking to leave" sounds too much like claiming an entire system (the only difference to the guard system is that you wouldn't be able to prevent allies from staying in Zeta and you wouldn't be able to levy fines).

That's why I think that the following line in the proposed ID:

Can attack lawful and unlawful targets in self-defense, to protect allies, or in defense of Omicron Zeta.

might need to be changed to something like:

Can attack lawful and unlawful targets in self-defense, to protect allies, or in defense of their bases.
