Interesting bug- I hope the ones that done it to report it to Cannon before he finds them.
In numbers 2 Legates can remove around 0,09% from lvl4 base per minute if the base have no repairs and already dies by itself, with your set-ups(Legate supports 2 cerbs and one corsair primary you used only 2 cerbs each loosing like 2 primaries DPS) I guess 0,07% so around 2% from the base hull each 3 min.
If the base was not supplied then you would need around 2-3 hours to kill it if it was on full health, I guess that you had a lot of luck then- I also hope so because it was IC base so it would be better if it stays dead-they could start building new one and get attacked in the process creating more activity so it is np.
But still it looks like bug to me if the owners had it supplied.

About the cloaked ships- I was told that you can listen for their engines- like the WW2 subs so it is fun to catch them.
In general almost anything is possible so np.
