I believe its the fact that the multiple cheat messages from SR) (Or whatever the tag is) coupled with the sanctions makes it seem suspicious enough to stop a faction from becoming official. Call it reasonable doubt, or whatever.

Regarding the sanctions, yes, official factions have had sanctions, but I believe (at least from my viewpoint) that its the timing of the sanctions with regards to the Official Faction request.

Edit: Most (If not all) factions with guard systems where official before asking for a system to be created for them. RoS for example, they only just got their system with 4.86.

That sounds powergame-ish. Creating objects to benifit your RP...Thats like when the VR said we "designed special power cores" for the capitalships. Just doesn't work.
