Have you tryed mounting it yet? The cloak will take your Countermeasure slot so make sure you have no Countermeasure installed. Once installed buy some fuel and try and take it for a spin out side.

Just to bear in mind as well, novas i belive take up 10 cargo, incaps take up 5, not sure on SNACs and the cloak its self takes up 20 cargo space
