It also depends, as some factions have different rules. The LSF/SA allow independents to scan and in force rules. Rheinland? Not a chance. Any RM Tagged/IDed character go under defensive contacts. Meaning they can shoot as many pirates as they like and we won't care, but they can't scan for cargo or give orders.
